If a Pokémon with Illuminate is the leading party Pokémon, wild Pokémon are twice as likely to appear.
Note: - Wild Pokémon will hold less money if encountered against a lead Pokémon that has an ability which increases the encounter rates of wild Pokémon, like Arena Trap and Illuminate, etc.
Pokemon need to be ALIVE and LEAD for the out of battle abilities to be active.
